“We started from scratch after the Khmer Rouge”, explains a Cambodian doctor. As in health care, the same was true in fields such as agriculture, education and culture. The diocese analyzes the problems of the Cambodian population from a global point of view and a macro perspective but responds individually, in a micro perspective. This response to the needs of each person requires a high level of flexibility.
